The regret you feel for past actions is not an independent feeling but itself part of God's plan; therefore, instead of dwelling on it, turn your attention to God.
This couplet comes in a section where Rumi discusses how God often conceals the negative consequences of our actions from us at the outset, allowing us to proceed with them in accordance with divine decree (qazā). Only after the action is completed and its outcome manifest do we become aware of its flaws and feel regret. This regret, however, is not a sign of our independent will or a chance to undo what has been done.
Rumi argues that even this feeling of regret is another divine decree (qazā-ye dīgarast). It's part of the unfolding of God's plan, not an escape from it. To linger in this regret is to be caught in another layer of predestination, rather than to break free. The solution, then, is to 'let go of this regret' (īn pashīmānī bihil) and instead 'worship the Truth' (ḥaqq rā parast), meaning to turn one's heart and attention towards God, accepting the divine wisdom behind all events, including one's own past actions and subsequent feelings of remorse.
